# Fermentation Heating Tube Anti-Corrosion Full-Life Cycle Management General Implementation Rules Specification ## Preface This specification (Doc.170) is the general implementation normative document for the whole set of fermentation heating tube anti-corrosion management system covering Doc.15 to Doc.169. It systematically defines the organizational responsibilities, document version control, record management, implementation supervision, accountability mechanism, cross-department coordination and compliance execution requirements of all anti-corrosion specifications. The formulation of a large number of technical and management clauses requires unified implementation rules to avoid inconsistent understanding, selective execution, regional differentiated implementation and random simplified operation in each workshop and department. This specification establishes unified execution bottom lines, constraint mechanisms and coordination norms for all anti-corrosion work, guarantees the consistent, standardized and effective landing of all previous special specifications, and builds the institutional operation guarantee of the full-lifecycle anti-corrosion governance system. ## 1. Organizational Division of Anti-Corrosion Management Responsibilities The equipment department serves as the leading management department of the anti-corrosion system, responsible for formulating technical schemes, organizing inspection and evaluation, approving process adjustment, sorting system documents and carrying out professional training. The production department is responsible for implementing daily patrol, standardized CIP cleaning, medium feeding control and on-site environmental protection in accordance with specification requirements. The quality inspection department undertakes raw material water quality testing, microbial monitoring, passivation effect verification, archive compliance audit and customer audit supporting work. The procurement and warehouse departments control incoming material quality, spare parts anti-rust storage and supplier qualification management. The safety department supervises hot work, explosion-proof construction, hazardous chemical use and safety isolation in all anti-corrosion operations. Clear post responsibility lists are formulated to clarify the primary responsible person, direct executor and supervisor for each anti-corrosion link. ## 2. System Document Version Management, Release and Control Requirements All anti-corrosion management specifications adopt unified document numbering, version numbering, approval, issuance, recovery and filing procedures. Only officially released and current valid versions can be used for on-site guidance; expired, withdrawn or unapproved draft documents must be recovered and isolated to prevent misuse. When technical parameters, process flows or management requirements need to be adjusted, formal document revision application shall be submitted, reviewed by cross-department teams and approved before implementation. All revised records, change reasons and version difference comparison materials shall be archived permanently. Each workshop is equipped with controlled copies of system documents, and random copying, private modification and external leakage of confidential anti-corrosion technical clauses are prohibited. ## 3. Unified Standard for Anti-Corrosion Original Record Filling and Archiving All patrol logs, cleaning records, reagent use ledgers, wall thickness inspection reports, passivation construction forms, maintenance repair files, training assessment materials, near-miss risk reports and third-party witness documents must be filled in real time, with complete information, clear handwriting, authentic data and standardized signature confirmation. Alteration, backdating, omission and falsification of original records are deemed serious management violations. Electronic and paper dual filing is implemented uniformly, with classified cataloging and index management. The minimum retention period of all anti-corrosion archives shall not be less than the design service life of heating equipment, to meet the traceability requirements of internal audit, regulatory inspection and customer quality review. ## 4. Implementation Supervision, Regular Spot Check and Rectification Tracking Mechanism The equipment department sets up a special anti-corrosion supervision team to conduct irregular cross-workshop spot checks on the execution of each specification. Supervision contents include process parameter compliance, on-site visual management standardization, archive authenticity, hidden danger closed-loop rectification and personnel operation standardization. All non-compliant behaviors shall be recorded in a unified supervision ledger, with rectification deadlines and responsible departments specified. Repeated violations at the same position or by the same post shall be upgraded to department-level accountability management. The monthly anti-corrosion implementation supervision summary report is taken as an important basis for department and individual performance appraisal. ## 5. Cross-Department Coordination, Technical Communication and Emergency Joint Disposal A regular monthly anti-corrosion joint meeting mechanism is established to coordinate contradictions in responsibility division, resource allocation, process arrangement and technical scheme implementation among departments. When facing sudden pipeline corrosion leakage, abnormal water quality, large-area biological slime and other emergency events, equipment, production, quality and safety departments shall launch joint disposal procedures to complete risk isolation, accident investigation, root cause analysis and rectification optimization together. Technical barriers and implementation difficulties encountered in the execution of specifications shall be submitted to the joint meeting for centralized research and demonstration, and unified solutions shall be issued to avoid independent arbitrary disposal by a single department. ## 6. System Value This specification provides unified organizational, procedural and normative guarantee for the whole anti-corrosion system, binds all departments and posts to perform anti-corrosion management obligations in accordance with rules, eliminates implementation deviation and management loopholes in the landing process of various special technical specifications, forms a governance pattern of full-staff responsibility, whole-process supervision and full-archive traceability, and finally completes the closed-loop construction of the full-lifecycle, multi-scenario and multi-dimensional standardized anti-corrosion management system for fermentation heating tubes.
