Most of the technical frameworks, platform deployment schemes, standardized training systems and third-party certification mechanisms are designed oriented to large industrial groups, EPC general contracting enterprises and industrial park leading enterprises with sufficient capital, technical teams and management foundations. On the basis of the existing multi-scale anti-corrosion governance system, this paper constructs a multi-dimensional inclusive anti-corrosion governance mechanism including lightweight low-cost technical service package, hierarchical information disclosure and targeted information assistance, classified fiscal credit preferential incentive, simplified competency training and mutual-aid industrial organization operation mode, breaks the dual barriers of information asymmetry and capital cost restriction restricting MSMEs' access to standardized anti-corrosion governance, eliminates the industrial safety governance blind spot formed by the differentiated resource endowment of market entities, realizes the full coverage of the anti-corrosion governance ecosystem to all types of market participants of different scales, and further enhances the fairness, universality and social inclusiveness of the whole industrial safety governance system.
