All bidders must fully comply with the clauses below; any failure to meet the technical standards will be deemed non-responsive bidding and eliminated from evaluation. ### 1.2 General Design Working Conditions - Design working pressure: 0.3–0.6 MPa - Normal operating temperature range: 20–90℃ - CIP cleaning medium: Dilute alkali, dilute acid, neutral sterile water, low-concentration hydrogen peroxide disinfectant - Applicable environment: Biopharmaceutical sterile fermentation / food non-sterile fermentation / chemical intermediate preparation / laboratory test tank - Mandatory design requirement: Equipped with interlock linkage interface matching factory PLC monitoring, CIP automatic cleaning and online detection systems ### 1.3 Bidder Qualification Basic Threshold 1. Independent legal person enterprise with more than 3 years of heating tube manufacturing experience for fermentation industry; provide at least 3 completed fermentation project performance contracts within the past two years. 2. Possess complete independent production lines corresponding to the bid heating tube type; third-party OEM outsourcing is prohibited without prior written confirmation by the tenderer. 3. Hold complete environmental compliance certificates for hazardous waste disposal (especially for titanium fluorine-containing waste and PFA fluoroplastic waste production links). 4. Authorized professional technical engineers for on-site installation guidance, equipment commissioning and operator training shall be assigned, with corresponding industry training certificates provided. ## Chapter 2 Separate Mandatory Technical Requirements by Heating Tube Type ### 2.1 Technical Specification for 316L Stainless Steel Heating Tubes #### 2.1.1 Raw Material Standard Base pipe: Seamless 316L stainless steel tube; provide original mill test certificate (MTC) and batch spectral component analysis report. Welding wire must match 316L base material. All flanges, connecting pipes and pipe fittings shall adopt homogeneous 316L stainless steel; mixed carbon steel accessories are forbidden. Sealing gaskets: Food-grade PTFE gaskets, ordinary rubber gaskets are not allowed for long-term fermentation working conditions. Wall thickness tolerance: ±5%, local wall thinning exceeding 10% of nominal thickness is rejected. #### 2.1.2 Processing & Welding Standards 1. All butt and branch welds adopt full argon back protection welding to prevent internal oxidation and intergranular corrosion. 2. Post-weld full mechanical polishing to form smooth arc transition without pits, undercuts, cracks and black oxide layers. 3. Secondary local pickling and passivation for all welding areas; integral pickling-passivation treatment for the whole tube bundle to form uniform silver-gray chromium-rich passive film. 4. Dedicated stainless steel processing workshop, isolated from carbon steel processing areas to avoid cross-contamination. #### 2.1.3 Performance Index Mandatory Limits - Safe surface power density range: 1.0–1.5 W/cm², PLC power upper limit locking function required. - Hydraulic tightness test: Hold 1.2 times design pressure for 30 min, no pressure drop, seepage or sweating. - Alkali cleaning interlock threshold: Automatic heating power cut-off and dual sound-light alarm at 60℃ alkaline liquid temperature. - Tube bundle installation inclination minimum standard: 12°, auxiliary exhaust branch shall be reserved at the highest point of each group of heating tubes. #### 2.1.4 Supporting Complete Set Delivery Scope Tube bundle main body, matched stainless steel flanges, PTFE isolation gaskets, exhaust branch pipe fittings, offline passivation auxiliary brackets, ultrasonic wall thickness test auxiliary fixtures, alkali temperature interlock sensors, installation drawings, operation maintenance manuals, full set of test and raw material certificates. ### 2.2 Technical Specification for Grade 2 Pure Titanium Heating Tubes #### 2.2.1 Raw Material Standard Base pipe: Grade 2 seamless pure titanium tube; provide titanium ingot factory inspection certificate and metal composition test report. Independent fluorine-free dry raw material warehouse is required; raw materials shall not contact any fluoride chemicals. All contact isolation accessories are food-grade thickened PTFE products; nylon slings for hoisting are standard delivery items. #### 2.2.2 Processing & Welding Standards 1. Independent dedicated titanium processing workshop, separated from carbon steel cutting and welding equipment to prevent iron impurity cross-contamination. 2. High-purity argon full-shield welding to eliminate weld overheating discoloration; soft non-metallic polishing tools to avoid deep scratches on pipe surface. 3. All fixtures contacting semi-finished titanium products shall be wrapped with PTFE materials; finished products shall not have fluoride release agent residues or milky white etching traces. #### 2.2.3 Performance Index Mandatory Limits - Surface electrochemical potential of finished tube bundle must reach qualified standard range through 100% full scanning inspection. - Hydraulic tightness test: Hold 1.2 times design pressure for 30 min without leakage. - CIP aeration linkage requirement: Automatic start of aeration device during cleaning to keep circulating water dissolved oxygen ≥8 mg/L. - Fluoride feeding pipeline dual mechanical interlock; trigger full feeding and heating shutdown once fluoride is detected. #### 2.2.4 Supporting Complete Set Delivery Scope Pure titanium tube bundle, integral PTFE isolation sleeves and flange gaskets, nylon hoisting slings, CIP aeration assembly, fluoride online sampling detection interface components, potential testing auxiliary tools, installation and transformation construction drawings, passivation operation guidance documents, full batch inspection data and raw material certificates. ### 2.3 Technical Specification for Quartz Anti-Corrosion Heating Tubes #### 2.3.1 Raw Material Standard High-purity fused quartz ingot as raw material; provide impurity component test reports. Raw material storage adopts dust-free constant-temperature dry warehouse to avoid hard particle scratch damage. Each quartz ingot has independent batch number traceability records. #### 2.3.2 Processing Standards 1. Constant-temperature stress relief treatment after cutting and thread processing to eliminate internal thermal stress of quartz tube. 2. Diamond soft cutting tools are used for thread processing to avoid thread edge chipping and hidden microcracks. 3. Finished products shall be individually packed with thick bubble wrap and customized shockproof wooden boxes lined with soft foam filling. #### 2.3.3 Performance Index Mandatory Limits 1. 100% light transmission inspection; finished products with internal bubbles, penetrating microcracks and surface frosting are unconditionally rejected. 2. Heating rate is limited to ≤0.4℃/min; power density is controlled below 0.6 W/cm² with PLC hard limit interlock. 3. Alkali pipeline mechanical hard interlock: Automatically close alkali supply valve and trigger alarm if interlock fails to prevent alkaline liquid from entering quartz heating loop. 4. Circulating pump flow velocity control ≤0.6 m/s to reduce liquid impact vibration. 5. Low-pressure water tightness test: Continuous circulation for 20 min without leakage at thread sealing positions. #### 2.3.4 Supporting Complete Set Delivery Scope Single quartz tube bundle, multi-layer thick rubber shock absorption gaskets, plastic thread soft protective caps, light transmission crack inspection tools, anti-cut fragment sealed storage barrels, alkali pipeline interlock valve components, constant-temperature heating controller, installation anti-vibration transformation guidance manual, full light transmission inspection photos and raw material test reports. ### 2.4 Technical Specification for PFA Coated Heaters #### 2.4.1 Raw Material Standard Base pipe: Seamless carbon steel pipe with uniform wall thickness; food-grade integral molding PFA fluoroplastic coating raw materials, provide coating thickness and high-temperature resistance test certificates. Secondary patch repair coating products are completely prohibited from delivery. Fluoroplastic raw material warehouse shall be isolated from high-temperature heat sources and strong oxidant storage areas. #### 2.4.2 Coating Processing Standards 1. Fully automatic pre-treatment production line for substrate rust removal, degreasing and surface activation to guarantee coating adhesion. 2. One-time integral coating molding process without secondary repair; uniform coating thickness without pinholes, blisters and uneven thickness. 3. Curing temperature strictly controlled in batches to avoid coating internal stress and premature aging. All conveying fixtures use soft plastic materials to prevent scratch on uncured coating surface. #### 2.4.3 Performance Index Mandatory Limits 1. Long-term safe operating temperature upper limit interlock: Automatic power-off protection at 95℃ medium temperature. 2. Mandatory post-high-temperature cleaning 40-minute slow cooling program, cannot be manually skipped. 3. Pipeline front-end multi-stage precision solid particle filter is matched as standard to intercept hard abrasive impurities. 4. Coating adhesion sampling peel test without large-area peeling off the substrate; finished products with penetrating scratches exposing metal substrate are rejected. #### 2.4.4 Supporting Complete Set Delivery Scope PFA coated heater main body, temperature interlock controller, slow cooling program linkage module, solid particle pre-filter and filter cartridges, soft plastic overhaul tools, plastic sealing plugs for pipeline ports, installation debugging drawings, coating thickness inspection data, raw material food-grade certification and aging simulation test reports. ## Chapter 3 Unified Incoming Acceptance Test Clauses Applicable to All Types 1. Static hydraulic tightness test is a mandatory full batch sampling inspection item, sampling ratio not less than 10% of each delivery batch. 2. All core performance interlock functions (alkali temperature, fluoride detection, temperature limit, alkali pipeline isolation) must complete simulation test witnessed by the tenderer's engineer upon arrival. 3. Full visual defect inspection for tube bundle surface; all test photos shall be taken and filed as GMP audit supporting documents. 4. If two reworks still fail key index acceptance, the whole batch shall be returned, and the bidder shall bear all transportation, testing and production delay losses of the tenderer. 5. After static acceptance passes, continuous full-load medium heating trial run for no less than 2 production batches; stable operation without abnormal alarms is the final acceptance pass condition. ## Chapter 4 Installation & Retrofit Matching Technical Requirements 1. The bidder shall provide complete on-site construction guidance and technical disclosure documents, clarify standardized hoisting, welding, pipeline connection and isolation laying operation specifications. 2. All transformation supporting electrical control interlock signal interfaces shall be compatible with the tenderer's existing factory PLC and CIP automatic cleaning system without additional transformation costs borne by the tenderer. 3. Reserved overhaul space layout plan shall be attached in the delivery technical documents to facilitate later offline inspection, disassembly and maintenance. 4. After installation and renovation, the bidder shall complete a full set of post-construction acceptance tests and deliver bound acceptance test reports to the tenderer's equipment management department for filing. ## Chapter 5 After-Sales Service & Warranty Mandatory Clauses 1. Warranty period standard: 12 months for 316L stainless steel, 18 months for pure titanium, 6 months for quartz (excluding damage caused by thermal shock, vibration and alkali misoperation), 9 months for PFA coated heaters (excluding coating damage from over-temperature and abrasive particle scouring). 2. Within the warranty period, free replacement and rework for all quality defects caused by raw materials and processing technology; the bidder shall compensate all fermentation batch loss and shutdown loss arising therefrom. 3. Spare parts supply commitment: Guarantee stable supply of matched isolation gaskets, sensors, damping accessories and filter cartridges for no less than 10 years after delivery; spare parts unit price shall not exceed the bid price of the same batch of supporting accessories. 4. On-site response speed: Within 24 hours after receiving failure notice for domestic projects; arrange professional engineers to arrive at the production site for troubleshooting and rectification. 5. Free training service: Provide one-time on-site training for equipment operators and maintenance technicians covering daily patrol, routine maintenance, fault judgment and preventive maintenance plan execution. ## Chapter 6 GMP Complete Document Delivery Mandatory Requirements After delivery and acceptance, the bidder shall hand over paper and electronic dual-version complete archive documents, covering: 1. Raw material factory certificates, batch component test reports, production batch traceability records; 2. Whole-process processing production logs, welder/operator qualification certificates, workshop environmental management records; 3. Full finished product inspection data, test photos, hydraulic pressure, interlock linkage and performance trial run reports; 4. Installation transformation construction records, interlock debugging data, post-installation acceptance test forms; 5. Operation maintenance standard operating procedures (SOP), annual preventive maintenance plan templates, fault troubleshooting manuals; 6. Scrapping disposal guidance documents, hazardous waste transfer standard procedures, full-life-cycle cost accounting reference forms. All documents shall be stored for a minimum of 5 years after equipment scrapping to meet GMP regular audit traceability requirements. ## Chapter 7 Penalty & Liability Clauses for Non-Compliance 1. Material substitution, processing cutting corners and fake inspection data: The tenderer has the right to unconditionally reject the whole batch, deduct all quality retention money, and claim liquidated damages equal to 20% of the contract amount. 2. Failure to deliver complete supporting accessories and GMP documents as stipulated: Delay the balance payment until all supplementary materials are fully delivered; liquidated damages for delayed delivery shall be calculated at 0.5% of the contract amount per day. 3. Failure to fulfill on-site after-sales response and free training obligations as agreed: Deduct 5% of the contract amount as liquidated damages, and the tenderer reserves the right to cancel subsequent annual framework cooperation bidding qualification. 4. Quality defects within the warranty period leading to production shutdown and medium scrapping: The bidder shall bear all raw material loss, labor loss and production delay economic compensation proved by the tenderer's production statistical statements. ## Chapter 8 Supplementary Agreement 1. All technical standards specified in this attachment shall prevail over commercial bidding clauses; any oral commitment by the bidder without written supplementary signature is deemed invalid. 2. The tenderer reserves the right to arrange third-party professional testing institutions to conduct random sampling re-inspection of finished products at any time before and after delivery, with all testing costs borne by the bidder if the products fail to meet the standard. 3. For special working condition projects (high chloride, fluoride-containing medium, 24-hour continuous full-load production), the bidder shall submit targeted optimized operation maintenance schemes as supplementary bidding technical documents separately.
