# Fermentation Heating Tube Anti-Corrosion Supplier & Outsourced Service Management Specification ## Preface This specification serves as an extended supporting document for the full anti-corrosion management system ranging from Doc.33 to Doc.123. It standardizes the whole lifecycle management of suppliers of heating tubes, pipeline fittings, sealing materials, cleaning reagents, testing instruments and third-party outsourced service providers including inspection, equipment overhaul and technical transformation. It eliminates risks such as unqualified raw material quality, irregular outsourced construction and inconsistent technical service standards which may induce accelerated equipment corrosion, establishes unified access, evaluation, supervision and elimination mechanisms for all external cooperative parties, and builds an external quality control barrier for the stable operation of the whole anti-corrosion system. ## 1. Supplier Classification & Access Qualification Review All cooperative suppliers are divided into four categories with differentiated access audit standards: 1. Key material suppliers: manufacturers of stainless steel, titanium alloy, PFA-lined and quartz heating tubes, pipeline fittings and instrument probes. Suppliers must provide material certification reports, anti-corrosion performance test certificates, production qualification documents and similar industry application cases; samples need to pass factory laboratory corrosion resistance testing before formal cooperation. 2. Consumable & chemical suppliers: suppliers of acid-base cleaning agents, biocides, gaskets, filter elements and calibration standard solutions. Enterprises shall hold environmental and safety production qualifications, provide batch inspection reports for each batch of products, and ensure product compatibility with all types of heating tube materials specified in the system documents. 3. Third-party testing service suppliers: inspection institutions engaged in wall thickness detection, non-destructive crack testing, medium ion analysis and material performance appraisal. They must possess CNAS or equivalent official certification, with authorized testing scope covering all anti-corrosion inspection items stipulated in Doc.115. 4. Outsourced engineering & technical service suppliers: teams undertaking pipeline anti-corrosion transformation, equipment annealing stress relief, instrument installation and regular overhaul. Contractors need to provide construction qualification certificates, staff operation certificates and anti-corrosion engineering construction experience records. Before any new supplier access, the equipment department together with procurement, quality and safety departments conducts on-site or document-based qualification audit; only qualified suppliers can be included in the approved supplier list, and unqualified applicants shall be rejected with detailed rejection reasons recorded. ## 2. Incoming Inspection & Outsourced Whole-Process Supervision ### 2.1 Raw Material Incoming Sampling Inspection All purchased anti-corrosion related materials must go through incoming inspection before warehousing: - For heating tubes and metal fittings: verify material batch certificates, original wall thickness data, welding quality and surface anti-corrosion treatment effect; randomly select samples for dimensional measurement and material spectrum identification. - For chemical reagents and sealing consumables: check production date, shelf life, batch test report, carry out compatibility test with existing process conditions, and prohibit the warehousing of expired, unlabeled or parameter-unqualified products. - For online monitoring instruments: complete factory calibration verification to confirm measurement accuracy meets the threshold requirements in Doc.114. Unqualified incoming materials shall be returned or destroyed uniformly, with rejection records archived; two consecutive batches of non-conforming products will trigger temporary suspension of the supplier's delivery qualification. ### 2.2 On-Site Supervision of Outsourced Construction Before outsourced maintenance, pipeline reconstruction and anti-corrosion engineering construction, the contractor must submit construction schemes, safety operation plans and material lists for review. During on-site operation, factory equipment and safety supervisors implement whole-process follow-up supervision: - Supervise the standardized implementation of lockout-tagout, hazard isolation and chemical operation safety in accordance with Doc.112; - Check material use to prevent the substitution of specified anti-corrosion materials with inferior or mismatched accessories; - Verify construction technical standards such as flange torque fastening, welding process and stress relief treatment complying with Doc.118 anti-stress corrosion requirements. Any irregular construction behavior must be ordered to stop work for rectification; construction can only resume after acceptance is passed. Upon project completion, a joint acceptance inspection shall be carried out, combining appearance inspection, parameter testing and trial operation verification before project closing. ## 3. Regular Supplier Performance Evaluation & Dynamic Rating A quarterly comprehensive evaluation mechanism is established for all approved suppliers and outsourced service providers, covering six core evaluation dimensions: 1. Product quality stability: incoming inspection pass rate, post-delivery failure rate of materials and equipment; 2. Delivery performance: on-time delivery rate, emergency supply response speed for anti-corrosion spare parts; 3. Technical service capability: after-sales maintenance timeliness, professional guidance on material matching and anti-corrosion application; 4. Compliance management: safety and environmental compliance in production and construction, completeness of qualification documents and test reports; 5. Cost rationality: price stability of materials and service fees, cooperation willingness in lean cost control specified in Doc.122; 6. Problem rectification efficiency: response speed and rectification effect for quality complaints and non-conforming events. Suppliers are graded as Grade A (priority cooperation), Grade B (conditional continuous cooperation), Grade C (rectification required within a time limit) and Grade D (elimination). Grade D suppliers shall be removed from the approved supplier list and prohibited from any new procurement or service cooperation. ## 4. Technical Binding & Anti-Corrosion Standard Delivery Requirements Key suppliers shall sign technical cooperation agreements, which clearly stipulate anti-corrosion technical parameters, material warranty periods, failure liability identification and after-sales compensation clauses. If equipment premature corrosion damage is confirmed to be caused by unqualified raw material production, the supplier shall bear the costs of replacement, maintenance and production downtime losses. Suppliers must provide product anti-corrosion usage instructions, material compatibility tables, safe storage and shelf life prompts. For new types of heating tubes, cleaning agents and monitoring equipment, suppliers are required to conduct special technical training for internal maintenance and operation teams, helping staff master anti-corrosion operation and maintenance precautions, and training records shall be archived into enterprise anti-corrosion training materials. ## 5. Emergency Alternative Supplier Reserve Management For core consumables, key heating tube spare parts and third-party testing services, at least two qualified alternative suppliers shall be reserved to avoid supply interruption leading to delayed equipment maintenance and aggravated corrosion risks. In case of supplier production shutdown, quality accidents or regional supply interruption, the procurement department shall switch to alternative suppliers in a timely manner, and the whole switching process shall record material batch information, incoming inspection data and subsequent equipment operation status for traceability. The alternative supplier qualification shall be audited and updated synchronously in the annual supplier review work. ## 6. Archive Management & Long-Term Cooperative Optimization Supplier qualification documents, incoming inspection records, outsourced construction supervision and acceptance reports, quarterly performance evaluation forms, technical cooperation agreements, quality complaint and rectification records are stored as confidential dual electronic and paper archives in accordance with Doc.108. Supplier quality data shall be summarized annually during the anti-corrosion system annual review in Doc.120. High-frequency quality defects of purchased materials shall be fed back to suppliers for technical upgrading; mature high-quality supplier cooperation experience shall be incorporated into the anti-corrosion knowledge base of Doc.121 as reference for subsequent procurement technical standards revision. This specification builds an external risk prevention and control barrier for the whole fermentation heating tube anti-corrosion management system, realizes standardized closed-loop management from raw material access, on-site service supervision to regular evaluation and dynamic elimination of cooperative parties, fundamentally avoids external quality defects inducing equipment corrosion failures, and further improves the full-dimensional lean anti-corrosion management system.
