# Fermentation Heating Tube Anti-Corrosion Multi-Standard Compliance & External Audit Preparation Specification ## Preface This specification is a compliance management supporting document for the full anti-corrosion system (Doc.33–Doc.126). It standardizes internal compliance inspection, multi-type external audit preparation, document collation, on-site rectification, non-conformity closed-loop management and continuous compliance maintenance. It ensures all anti-corrosion activities meet the requirements of safety supervision, environmental protection, food production quality management system, equipment special inspection, third-party factory audit and carbon disclosure review, avoids administrative penalties, production suspension rectification or customer order losses caused by compliance loopholes, and builds a standardized, traceable, audit-ready compliance guarantee system for the whole anti-corrosion management work. ## 1. Compliance Scope & Applicable Regulatory and Standard Classification ### 1.1 Mandatory Government Regulatory Compliance 1. Work safety compliance: Hazardous chemical usage, lockout-tagout isolation operation, personal protective equipment management, chemical leakage emergency disposal, special equipment periodic inspection, staff safety training and certification in line with national industrial safety laws and regulations. 2. Environmental compliance: Wastewater discharge, waste gas treatment, hazardous waste classified storage and transfer, pollutant total quantity control, environmental monitoring record retention, fully complying with local ecological environment regulatory requirements and Doc.126 green low-carbon specifications. 3. Special equipment compliance: Pressure pipeline periodic inspection, safety valve calibration, heating pressure container incoming verification, welding process filing, non-destructive testing management implemented per Doc.110 and Doc.118. ### 1.2 Industry & Customer Standard Compliance 1. Food-grade quality system compliance: CIP cleaning verification, microbial control, medium cross-contamination prevention, material food safety certification, traceability of all production auxiliary equipment, consistent with food GMP requirements and Doc.117 biofilm control rules. 2. Third-party factory audit compliance (customer, certification body): Supplier management, incoming inspection records, equipment maintenance archives, personnel competency training, accident accountability and improvement records as stipulated in Doc.124, Doc.105 and Doc.106. 3. Carbon and ESG disclosure compliance: Energy consumption statistics, carbon footprint accounting, green procurement, waste recycling data collation required for enterprise carbon audit, referring to Doc.122 and Doc.126. ## 2. Internal Regular Compliance Inspection Mechanism 1. Monthly special compliance spot check: The equipment department jointly with safety, environmental protection and quality departments inspect key high-risk links: chemical reagent storage, isolation operation ticket implementation, instrument calibration timeliness, hazardous waste storage and patrol ledger authenticity. All hidden risks shall be recorded in the compliance non-conformity list with rectification time limit and responsible person defined. 2. Quarterly comprehensive internal compliance audit: Cover all 33–126 serial anti-corrosion specifications, check the completeness, authenticity and standardization of all archives, verify the consistency between on-site actual operation and written system clauses, and form an internal compliance audit report. 3. Pre-annual external audit comprehensive self-inspection: One month before the scheduled external audit, carry out full-scope compliance self-rectification, sort out historical non-conformity rectification records, eliminate repeated compliance defects, and complete the pre-audit risk assessment. ## 3. External Audit Classification & Standardized Preparation Workflow ### 3.1 Document Preparation Requirements 1. Establish a classified audit document index library according to audit types: system specification text, approval and revision records, equipment full-life archives, calibration & test reports, supplier qualification files, training & assessment records, operation logs, accident investigation & rectification materials, environmental monitoring data, cost & energy consumption statistical statements. 2. All archives shall be dual-stored in paper and electronic forms in accordance with Doc.108, with unified coding, clear version control, no arbitrary deletion or modification of historical data; expired versions shall be marked and isolated to prevent misuse during audit. 3. Prepare anti-corrosion process flowcharts, hazard zoning layout drawings, equipment point distribution diagrams and emergency organizational structure charts for auditors' on-site review inquiry. ### 3.2 On-Site Site Rectification & Interview Preparation 1. Pre-audit on-site rectification: Standardize chemical area warning signs, equipment identification labels, pipeline material mark labels, emergency facility placement, archive room classified storage; eliminate disorderly stacking of spare parts, expired reagents, unmarked waste containers and incomplete isolation protection facilities. 2. Post training for on-site interviewed employees: Operators, maintenance personnel and supervisors must be familiar with post anti-corrosion operating norms, emergency disposal procedures, equipment inspection requirements and personal compliance responsibilities; ensure answers are consistent with system documents and actual recorded data. 3. Designate a special audit liaison person to uniformly receive auditors, guide on-site inspection, organize document provision and track all non-conformity items raised on site. ## 4. Audit Non-Conformity Graded Closed-Loop Rectification Management ### 4.1 Non-Conformity Risk Grading 1. Minor non-conformity: Individual incomplete records, irregular on-site labeling, delayed temporary filing without safety and environmental hidden dangers, rectification to be completed within 3 working days. 2. General non-conformity: Irregular operation execution, overdue instrument calibration, incomplete supplier qualification documents, requiring root cause analysis, rectification within 7 working days and supplementary verification records. 3. Critical non-conformity: Serious violation of safety and environmental laws, falsified archives, repeated occurrence of major equipment hidden dangers, which may lead to production suspension or administrative penalty; immediately stop related high-risk operations, launch emergency rectification, report to senior management, and formulate long-term preventive improvement schemes. ### 4.2 Closed-Loop Rectification Procedures 1. Record all non-conformity items in the official audit non-conformity report, clarify non-conformity description, violation clauses, root cause analysis, corrective actions, preventive measures, responsible person and completion deadline. 2. After rectification, provide before-and-after photos, supplementary records, revised system clauses, retraining records and other verification materials for auditor re-approval. 3. All closed non-conformity materials shall be bound into audit archives and retained permanently; repeated non-conformities of the same type shall be included in the annual system review to revise relevant management specifications. ## 5. Cross-Standard Conflict Coordination & Compliance Dynamic Upgrading When different auditing standards have inconsistent parameter requirements for anti-corrosion operation, follow the principle of **strictest standard priority**: adopt the stricter threshold as the internal unified execution baseline, and issue a unified internal supplementary interpretation document to avoid on-site implementation confusion. Timely track updates of national laws, industry norms and customer audit standards; once regulatory requirements are revised, initiate document change procedures per Doc.120 to update corresponding anti-corrosion clauses, organize special compliance training for all relevant posts, and synchronously adjust digital platform early warning thresholds and archive retention rules in Doc.125. ## 6. Compliance Archive Management & Long-Term Risk Prevention All internal audit reports, external official audit reports, non-conformity rectification closed-loop files, regulatory inspection receipts, qualification certificates, standard version update records and compliance training materials shall be classified and confidentially archived in accordance with data security specifications. Regularly summarize high-frequency anti-corrosion compliance defect types, optimize patrol inspection lists and audit pre-inspection checklists, incorporate typical compliance violation cases into the enterprise anti-corrosion knowledge base for warning training, continuously reduce audit non-conformity probability, and realize sustainable standardized compliance operation of the whole fermentation heating tube anti-corrosion management system.
